Though, Nick doesn’t think it is petty and Nick doubts that Raymond did it for revenge. Raymond is not petty like that
Nick himself acknowledges this after being beside this man and learning about Raymond
Raymond is truly like a ray of sunshine.
He always sees the good in people. And try to see it even in people that sometimes one think might not deserve it
And such actions sometimes reach the heart and could transform people.
It is not a power of magic but simply his personality.
One might call it naïve, but it is this trait of his that separates him from the others

He makes people hope that things will get better and he has the power and ability to make that hope a reality
As for why he is doing this, right now, Raymond is asserting his authority. Right now, Nick believes Raymond and the others are in the Untainted Land.
Though, Nick doesn’t know whether the one in the Untainted Land is the real deal or one of the avatars.
There is a problem in the Untainted Land but for those powerful beings, the matters in the Untainted Land while important would not be enough to draw fear in the hearts of these beings
It is a different thing in the real world that would prompt beings like Raymond to interfere.
This move of Raymond however is also to remind the Quorum and the power players in the World Government.....he is still there and he wanted payback
During those years, Raymond faction was sidelined and many of the military powers were reorganized
Most of the military power that Raymond people had held was taken away.
And Raymond had to acquiesce because at that time, Raymond was not the only powerful faction in the World Government
There is still Hikigaya and Oreki and these two blocs of power in the World Government are essentially one bloc.
At least, it was at that time.
Not to mention warlords in Asia usually listen to these two. It is not like they obey Oreki and Hikigaya words, it is more like their interest aligned.
Some people forget that Death Monarch himself come from Southeast Asia. Though he never hides it.
And he never favors one faction just because they came from the same region. But Death Monarch could do that.
But not many people could and not many people want to
Everyone would favor and protect their own because that is the way to survive. To do what Death Monarch had done would requires more than just strength. It requires luck.
And for those who reached Divine Comprehension and even those who reach the high realm of Disk Formation, they could sense that Death Monarch has an absurd high luck.
Raymond action nowadays is to tell these people that the situation had changed and what has been taken back must be returned.
This lack of communication rattled them because the World Government prospect these days are not quite convincing to people
Hikigaya and Oreki had seceded from the World Government and many more are trying to secede.
It is not the land that they are worried about.
It is the perception and the people.
Everyone knows right now, land is worthless.
There is so much land that even if humanity reproduces a hundred billion people, there is still empty land in every direction.
As long as you could reach Energy Disperse Stage you will not get hungry.
Those who need to eat and drink are only two in the lower two realms
It is people that are important. People represent potential. You do not know whether a weak man today would one day become a Disk Formation realm being
But the more people you have, the higher the probability that you could bring up powerful people in your region
And the stronger they are, the more power you have in the world stage.
Of course, when they are too powerful, they could break the restraint. But sometimes, force is not the only way to bind a being like that
Raymond, Jean, Hikigaya, Oreki, all of these are powerful beings that roam the world. And they could all be free and did not need to attach themselves to certain power or organization.
Yet Raymond is still in World Government.
Jean is still in the Republic and Hikigaya and Oreki remains the protectors and two Divine Sage of the Japanese empire.
Why remain there? It is not like these organizations could hold them down.
If Raymond wanted to seclude himself and cut off himself from the World Government he could simply go away from Earth and go to roam the Omniverse. The same could be said for all the others
Yet they remain on Earth and still remains a part of these organizations.
Because what binds them is not force.
But interest
There is interest and incentive to remain.
These incentives and interest are only known to them. Sometimes, it is a personal code, sometimes it is affection.
These are the things that bind the powerful people.
And the world powers also know this and for this reason that they would not hesitate to invest in the people.
When Hikigaya and Oreki seceded, the thing that made the World Government feel like their heart is being carved is not that Japan seceded politically, it is that the people of Japan could no longer be used
And the people of Japan were integral to many parts of the administration and military of the World Government
Some of them stay but many of them follows Oreki and Hikigaya because most of the Japanese people working on the World Government is Oreki and Hikigaya subordinate
To understand this one must understand Japan unique position after the Fall
One of Japan most prevalent dangers has always bene natural disasters.
From tsunamis to earthquakes, they experienced it all.
Each time one of these great disasters struck, when it is really bad, it would kill hundreds. Natural disaster are something that they are familiar with
Ironically, during the Fall, this country who usually the one gets struck by natural disaster was not struck as badly as China and the western world.
Instead, other than a few powerful monsters, most of the monsters is quite docile and the only immediate threat was the zombies like monster that rises after the death of people
This allows them to quickly regroup and form command centers and centralize powers among those who are powerful and wise.
It is this relative peace and lack of danger that allows Hirate to form such a powerful organization like the World Government.
Hirate uses the people of Japan to create the backbone of the World Government. Most of the people in the army and the administration at that time come from Japan
Or more specifically come from people of Hikigaya and Oreki. When Hikigaya and Oreki joined the World Government, there is a tradeoff between those two and Hirate.
And since then, Hikigaya and Oreki put their men in many key positions.
These people are all talented people.
They learned governance and they trained armies.
All of these are talents.
Some of them might not have earthshaking heaven shattering prowess like the famous people in the world like Death Monarch or Raymond or any of those powerful figures but they do have talents in many other ways
And when Hikigaya and Oreki seceded, these talents also follow them back to Japan. This.... this is what makes the heart of the World Government bleed.
All of these talents....scooped up.
And now, there is Raymond.
Raymond is said to be loyal, but Raymond is not like Wang Jian.
He did not have a subordinate relationship with Hirate unlike Wang Jian who have a superior subordinate relationship with Death Monarch
In a way, Raymond is like one of the shareholders of the World Government.
Raymond insistence on not communicating with the World Government during one of the most vulnerable moments in the World Government history...this kind of action make people thinks a lot.
One could not help but wonder whether Raymond has some other ideas.
If the World Government also has ideas, this might also mean other people would also have ideas.
What if Oreki and Hikigaya send an invitation for Raymond to join Japan?
Everyone knows that even though Hikigaya and Oreki seceded from the World Government, the relationship between these two sages with Raymond is unaffected.
These powerful beings are no longer constrained by the geopolitical matters of mortals
And who knows if Raymond suddenly would join Japan.
And what if the other world powers also persuade Raymond to join and Raymond join them?
There is always a possibility
After all, these powerful beings have their own calculations and sometimes their calculations cannot be understood by the common people.
Raymond rarely says anything now to the World Government and after years and years pass, communication is really scarce, and this action only intensified the feelings of the people in the Quorum and the military administration of the World Government
Whether he knew something and did not say it or he is in a critical situation and could not say anything
Whatever the case, he did not dare believe those words of Hirate easily.
