"Using caps as a reward was the right move," Aiden commented, watching the enforcers bleed and sweat.
Unlike contribution points, the people from the camp were familiar with caps and knew their value. Add their starved nature and the exploitation they faced in the camps, and there was little they wouldn’t do to get caps.
However, the same wasn’t true for the wolves.
They seemed to be more interested in the contribution points that the pseudo system informed them about. Besides, just because he was focused on the enforcers didn’t mean Aiden had forgotten about the new wolf members.

Marcus looked at Aiden as soon as the mission appeared before him. Perhaps hoping that there was a mistake. The wolves excelled in killing, but capturing a monster alive? That was something new for them.
Every wolf in the building had the same question.
Why would the landlord need living monsters?
The answer was right in front of them if they put a little thought into it. He wanted to train the enforcers, but he couldn’t send them out just yet.
So, he had the wolves bring back some elite monsters and have the enforcers fight them. It was also why he offered them discount coupons for the shop.
It was to judge an enforcer’s intelligence.
Most of them would go straight for food, splurging on delicacies. Only the few who choose to get a weapon would be worth my attention.
The shop was priced so that even with the discount, if the enforcers spent a single coin, they wouldn’t be able to afford a weapon. Not even the makeshift spear.
What if they didn’t have weapons?
Aiden would still make them fight the hobgoblins barehanded. Wouldn’t that be more entertaining?
With that taken care of, Aiden left to deal with other things. Namely, establishing new facilities. After all, he had all the money and utility resources waiting to be spent.

"Quite a few new things opened up, huh?" Aiden smiled.
Not only were there things needed for survival and defence, but also rooms like a spa, which improved the residents’ quality of life and morale.
Unfortunately for him, he only had ten utility rooms, one of which was already being used as a workshop. That left nine facilities.
"I can ignore the locked facilities and create everything else, but then what?"
Aiden already controlled the entire building. Unless the system could erect more buildings for him to control, he couldn’t construct all the facilities.
Given the completionist nature of the system, she would never let that be the case.

"So I can just go by the list."
First was the medicare center. Aiden set it up on the thirteenth floor. It was in a relatively safe space. As he entered the room, the forgotten smell of medicines and other things hit him.
The room was completely made of white tiles and had twelve beds with all basic facilities. There was even an X-ray machine.
"Let me guess, they consume energy units, right?"
[Yes, host. All facilities, along with common areas, require energy units to operate. You can also harvest any source of energy directly into units, just by willing it.]
"So I can harvest the high-grade batteries of the level 5 shop to get energy units?"
[Correct.]
"That makes things easier. Now, as for personnel."
Unlike the level 1 workshop, which could only hold two workers, seven people could be assigned to the level 1 medicare center. Two doctors and five nurses.
Now he had to find capable people. That too was easy because of the pseudo system. It had already scanned the residents’ proficiencies and shortlisted a few of them.

Aiden wasn’t surprised by the number of doctors there. After all, there were over a hundred people there, and before the apocalypse, the shelter, which became the survivor camp, was built in a posh area.
"Did you make them fill out a resume?" Aiden said, going through the list. "Don’t need a neurologist right now. Same with the pediatrician."
In the end, Aiden chose Jewell and Daniel for now. After all, the residents were prone to injury and illness at the moment. As for the pediatrician, he took note of her name.
"She’ll be useful when one of the girls gets pregnant," Aiden nodded, patting his back. "How thoughtful of me."
As for the nurses, he couldn’t be bothered to assign them personally and made the system do it. He then went around placing other facilities and assigning people as he went.
