After Surviving the Apocalypse, I Built a City in Another World-Chapter 1900: Ferrol is Attacked!
[Papell Town had declared war against Ferrol Town]
When she received the message from Jonathan via the Center, Althea was having a small meeting with Ansel and Oslo (and a few other representatives from the Design and Construction Departments).
They were discussing the creation of a larger entertainment zone, much bigger than the current Nightlife Street in Phase 2.
This would include the Theme park area, which would definitely take years to plan, design the machines, and build, but also the bigger versions of arcades, sports arenas, and so on.
Of course, there would be leisure places all over to disperse traffic, but they wanted a zone where the biggest activities would be held. This was also so they could also manage the traffic better.
In certain parts of the territory, a lot of pedestrian paths would be underground to ensure a continuous floor of traffic above ground. They also planned to add some commercial areas in the underground pathways, like the ones in the government rotunda.
Ansel was particularly passionate about adding more cinemas. This one wouldn’t be in malls, but the standalone kind he had seen in some antiquated places in Terran.
Oslo, on the other hand, wanted more cafes and bars, all with different themes, so nightlife lovers like himself can jump from bar to bar and still feel it was unique.
It was this fun atmosphere that was interrupted when Jonathan’s message arrived.
Althea, who was enjoying the planning of another botanical garden, had such a visual change in expression that it made everyone flinch. They immediately knew that something big had happened.
When she told them what it was about, everyone was also a bit worried.
During the two years they had known Ferrol, the town had never been at war. The established towns, the Level 3 ones, seemed not have had wars for years, if not decades.
Villages could come and go, especially when new tokens appeared every few decades (sometimes with ’easy-to-deal-with’ new civilizations with them), but Towns—especially high-leveled ones—stood for hundreds if not thousands of years. And it was for good reason.
There was just too much to lose. Further, from a Level 3 Town’s perspective, the way to becoming a City was difficult, yet it felt like it would be in reach—even if in reality, it was still a long, long way to go.
It was natural that everyone was reluctant to risk taking several steps back from a war, or maybe even losing everything.
Most Level 3 Towns could never actually upgrade to a City, even if the town existed for hundreds of years after the upgrade to peak level as a town. However, losing a single war could easily delay the potential upgrade by hundreds more.
"Papell Town? Who are they again?" Ansel asked.
Althea rummaged through her memory. Every day, she and her husband would receive a summary report of whatever information the Intelligence Team received. They gave explicit instructions to send every major change and anything unusual.
This was the same with their allied and subsidiary territories, which sent weekly reports to be filtered and organized by the Intelligence Department.
They also had to mention any new territory, item, and high-level or distinguished professional that entered their radar.
This information included the discovery or even mention of a territory, along with what they could find out about them.
Even if it was through secondary sources, like mentions or gossip, they would be noted down. Of course, whenever reports like that were sent out, the sources were also shown so the reader could weigh their reliability.
Both Althea and Garan were extremely smart. Neither of them could forget what they had read, even in passing, if they didn’t want to remember.
It was also why Garan was particularly bothered by old memories and dreams he couldn’t remember with any vividness. It felt unnatural and disconcerting, as if something was purposely blocking his view.
Anyway, the two rummaged their minds for the memory. At some point, it was Garan who recalled information about the town first. "They’re a Level 3 Town located far, far West to Southeast of Alterra."
It was really far, in terms of distance, it should be nearly five thousand kilometres away from Alterra, and therefore still over four thousand kilometres from Ferrol Town.
That was more than a thousand kilometers past Bleulle, even.
It was basically a region or two away.
One had to remember that a ’region’ in Xeno was basically a mid-sized country in Terran, maybe even bigger.
This was another reason why very high-level territories generally didn’t go to war. They were usually too far away from each other, at least a few thousand kilometers apart, so it was too inconvenient to go to war even with arrays, especially if they wanted to send out people beyond the level cap to assist or weaken the enemies beforehand.
That said, Level 3 towns were generally not near each other. The distances between cities and high-level towns were really far. This was natural because to get that much prestige, one had to affect the nearby region, and the prestige wouldn’t be enough if there were two territories fighting for influence.
In this way, Alterra and Ferrol were abnormally close to each other, but since they were allies, this did not matter much.
Loki and the rest were also asked to study any intersections between Papell Town and Ferrol Town, though it would take a while since they simply did not know enough about the former to make any solid conclusions. Other than some vague mention of the town by some merchant from the east, they wouldn’t even hear of Papell Town.
So, this begged the question, why would a place like that attack them?
