The reason Austria favored East Africa so much is that Ernst is now a valued guest of the Austrian government. Just solving the steel surplus problem significantly eased the Austrian government’s pressure.

Austria being first speaks volumes, so it’s understandable that the Kingdom of East Africa could still benefit from the situation.
