Letting Demon Beast soldiers grow naturally into Extraordinary BOSSes was certainly more advantageous than using "War Merit Enfeoffment" on them directly.

As for the other conventional units.

The vast majority of them lacked the potential to grow into Heroic Units.

Thus, these units still had to rely on the "War Merit Enfeoffment" Talent to make the transformation from ordinary units into Ordinary Level Heroes.

From there, with the aid of the "Hero Enhancement" Talent, they could advance step by step: from a Good-level Hero, to an Elite Hero, to an Epic Hero, and finally evolve toward the goal of becoming a Legendary Hero.

Take the Sielo Knights, for example.

Although they were a Legendary Level Extraordinary Soldier Type, after becoming Heroic Units via "War Merit Enfeoffment," they were only the lowest-tier Ordinary Level Heroes, possessing a single Ordinary Level Talent.

They had to continue to furiously hunt down enemy Heroic Units to keep evolving into Legendary Heroes.
