Silas didn’t waste a single second. The moment Lord Leo’s footsteps faded, he burst into action.
He needed the most vicious, ruthless, and desperate individuals the Lawless Zone had to offer. If they were building an army disguised as workers, they needed soldiers who could keep their mouths shut and kill without hesitation.
At least these kinds of people were his priority. The rest of the residents could be controlled by them, thus creating a perfect hierarchy.

He placed his entire focus on drafting the poster, putting his complete passion into it.
At the moment, he even felt like he was back to his childhood when he loved to draw and wanted to be a painter.

He had no chance but to delve into the world of crimes and forget his dream of becoming a painter. And thus, slowly, he carved his own path in the lawless zone.

After he finished his art, and completed the posters, he sent the design to his followers, and told them to have the posters printed in hundreds of thousands, and post them all over the lawless zone.
"Is this a joke?" A follower wondered as he looked at the poster which was delivered to him.
He quickly went to Silas to confirm if this was actually from him, or if someone had hacked into their systems and was messing with them.
"It’s not a joke," Silas announced. "It’s an opportunity that we had been waiting for... An opportunity to change our lives.’
He couldn’t tell them that it was an order from an envoy of Necropolis, but he still managed to convince them, having won the trust of his followers throughout the years.
Even though his followers still found these terms a little suspicious, they decided to believe in their boss and left to order the posters and get to work.
Meanwhile, Silas returned to handling things in the background, as he contacted the owner of this factory to negotiate a deal to buy this place.
"Hmm? Someone wants to buy our factory?"
As the gears were put into motion, a middle aged man frowned at the message he had received.
He was the person who owned the factory under a fake name. Not just the factory, he owned most of the land in the lawless zone.
It was also because of him that the lawless zone was able to function for so long.
No one knew the real identity of this person, but they were certain that the person was very powerful. He was definitely influential, otherwise even if the lawless zone was dangerous, would the authorities really let them be?
The only thing they didn’t know was that they were still underestimating the identity of the owner of this factory.
If Leo was here, he would have recognized the person right away. After all, this was the person that he had met a few times in the past.
It was also someone that Leo had personally robbed. Cough, or rather, borrowed a communicator from.
The person who had received the message was none other than the King of this planet, and the man who sat at the seat of the Galactic Union Leader.
For the world, he was a weak yet righteous man. He was also very hard working, and knew how to maintain relationships with powerful people.

"How interesting. Someone wants to buy the factory that has become the center of illegal trade throughout the years? Is this aimed at me? Or is there really a fool who wants to start a proper company and change criminals into good people?"
He had quite a few questions in his head as a strange glint flashed in his eyes.
Unfortunately, he did not have time to check things personally.
