The organization had a total of 13 sections.

It was not like the higher the less importance, but these sections represented a different specialization.

For example, Nan Hua’s section, section 13 were officially called tools.

They were the people who were trained from the very beginning to be nothing more than a tool without feeling for the organization.

But in private, other sections knew them as monsters.
