He was looking at the zone seventeen listings. He had not filed before because the zone seventeen boundary had been inside the entity’s crisis period ambient until recently. Now that the ambient had dropped, the boundary observation contracts were viable again.

He looked at Kai’s classification card when Kai came through. The new card had been issued after the board meeting. It looked the same as any other permit card except for the classification line at the top, which read: Sovereign-Class Carrier — Multi-Path Road-Integration. Sub-tier: none.

"Sovereign-Class," Soren said. "No sub-tier."

He said it the way he said all observations—as a fact worth naming.

"What sub-tier would I be?" Kai asked.

Soren set down the contract folder.

"The sub-tier system measures output depth within a rank," he said. "Every rank—D, C, B, A, S, and above—has three sub-tiers. Bronze is entry level. You’ve just crossed the rank’s threshold. Your output is at the rank’s floor. Silver is established. You’ve been working at that rank long enough that the output has settled into the middle range. Gold is deep. You’re near the ceiling of that rank and approaching the next threshold."

He picked up the folder again.

"A Bronze B-Rank and a Gold B-Rank both have B-Rank classification. But a Gold B-Rank is nearly A-Rank capable. They’re running output close to what an A-zone needs. The sub-tier tells you where someone is inside their rank, not just which rank they’re at."

He looked at Kai’s card.

"Your classification has no ceiling defined. Which means the sub-tier system has nothing to measure against. You’re not approaching the top of your tier. Your tier doesn’t have a top yet." He closed the folder. "That’s either useful or complicated depending on the day."

Zone seventeen felt different from zone sixteen.

The ambient here had a direction.

Standing in zone seventeen was like standing in a current rather than a pool. The path-energy moved. Not fast—nothing visible, nothing that registered as wind or physical pressure. But Extended Hunter’s Instinct showed him the flow: the zone’s ambient running consistently in one direction, toward the zone’s interior, away from the zone sixteen boundary. The entity’s ambient was present at forty-five percent of peak here—still significant, but the flow was what mattered. The ambient wasn’t just sitting. It was moving.

Zone seventeen bordered zone eighteen’s S-zone perimeter. The S-zone bleed was already present—not classified in zone seventeen’s monitoring, but readable to Dragon Mode as a quality in the path-layer that didn’t originate from A-zone ambient. Something stronger underneath.

His adaptation took three seconds. Same as zone sixteen. But the character was different.

He moved toward the zone’s interior. The entity’s pointing from the contact channel was clear—the same directional quality as the previous two stages, guiding him toward the substrate anomaly without requiring him to search.

He found Stage 2 in forty minutes.

It was at the same substrate depth as Stage 1 in zone sixteen—the deep layer where the road network’s pre-Guild construction ran. Same architectural signature. Same material composition. But Stage 2 was slightly later in construction period—the same builders, a later phase of work. The structure pointed toward zone sixteen’s substrate the same way Stage 1 had pointed toward the city.

He had read Stage 1 without touching it. He did not make the same choice here.

He stood at the Stage 2 structure and routed Sovereign Dominion through the floor.

The sovereign output entered the substrate at the structure’s contact point and the path channel activated. Not the way a machine activated—with sound or light or a definitive moment. The way something dormant activated when the correct input arrived: quietly, immediately, as if it had been waiting for exactly this and required nothing more than the presence of what it had been built for.

The connection between Stage 2 and Stage 1 came alive.

He felt it through the sovereign seed—the road network’s deep channel stretching from zone seventeen’s substrate through zone sixteen’s substrate, both stages now active and connected, a path channel running forty metres below the zone surfaces. The entity felt it from below. The standing wave between Kai’s sovereign seed and the entity’s layer deepened—more resonance, more of the two-way connection that Mira had started to describe.

The entity sent back its pointing.

Not toward Stage 1. Stage 1 was already connected. The pointing was toward zone eighteen.

It wanted the whole chain.

He found an A-zone creature on the way out and engaged it. Clean fight, four minutes, nothing he hadn’t handled before.

"The Stage 2 activation," the director said. Not a question.

"Yes."

The director looked at the readout. He had the quality he had been carrying since the contact event discovery—the particular interest of a person whose life’s work had just expanded into territory he had not previously known existed.

"Each stage you activate draws more of the entity’s ambient back through the connection," he said. "The entity’s ambient in the zones isn’t an attack. It isn’t suppression. It’s overflow—the entity active in its layer and the energy of that activity bleeding upward into the zones above it the way heat bleeds through a floor." He looked at Kai. "When you activate a stage, the connection draws that overflow back down through the path channel rather than letting it bleed upward. Stage 2 active reduces zone seventeen’s ambient by fifteen percent. Stage 3 active would reduce zone eighteen’s."

He paused.

"If you activate all four of the remaining stages in sequence—two through five, ending with the city connection that’s already active—the entire path channel would be running. The overflow would have a complete route back to its source." He looked at the ambient readout. "The zones would stabilise on their own. Not from surface intervention. From the connection itself."

He did not finish the thought aloud.

He did not need to.
