“So we are not pursuing a quick victory.”

Victor leaned forward, “What we want is sustained pressure, to keep London in a constant state of crisis. Scotland, England itself, plus our engagement in North America… three lines of attrition, let’s see how much blood this old Empire can spill.”

He looked at Bennett: “What do you need?”

“First is the media network.”

Bennett answered immediately, “We have twelve collaborating journalists in the United Kingdom, but it’s not enough. We need to acquire or invest in at least three local newspapers, five community radio stations, and also cultivate more ‘sources’ within the BBC. Estimated cost: initial five million US Dollars, subsequent annual fee of two million.”

“Approved.”

“Secondly, manpower. We need at least twenty infiltrators proficient in English and familiar with British society, to be embedded long-term as journalists, scholars, NGO workers. Training and organizing this will take time.”

“Pull elites from Hydra and SIME(Mexican Intelligence Bureau), prioritize support.”

“Third is technical support. We need to enhance our ability to monitor domestic communications within the United Kingdom, especially police, local government, and union internal communications. London is upgrading its encryption systems, we need to keep up with decoding.”

Victor looked at Bramo.

Bramo nodded: “‘Deep Blue Shield’ project team can assign a group specifically for the United Kingdom. But we need more satellite communication interception rights.”

“Granted,” Victor didn’t hesitate, “Anything else?”

Bennett took a deep breath: “Finally, the authorization for this plan itself. Leader, once launched, there is no turning back. Our actions in Scotland can be explained as ‘supporting national self-determination,’ but if inciting action in England’s homeland gets exposed, the United Kingdom will retaliate by any means necessary, and European countries will collectively condemn.”

“Bennett, do you know what the United Kingdom did to Mexico in 1840?”

“The Opium War?”

“No, that was the East University.”

Victor walked back to the table, “In 1846, the United States invaded Mexico, seized California, New Mexico, Texas… half the national territory. What was the United Kingdom doing at that time? They maintained ‘neutrality,’ actually providing loans and diplomatic support to the United States because they wanted to weaken a potential competitor.”

He took a sip of his drink:

“In 1861, France, the United Kingdom, and Spain jointly invaded Mexico under the pretext of ‘debt collection.’ Our President Juarez was forced to hide in the mountains and wage guerrilla warfare. British soldiers landed in Veracruz, looted the port, and were driven away only after the American Civil War.”

“During the 1910 revolution, the British Petroleum Company supported Diaz’s dictatorial regime to suppress the peasant uprising. In 1938, when we nationalized oil, the United Kingdom allied with the United States to impose an embargo, nearly choking our economy.”

Victor set down the glass, his voice was soft but every word was like a nail:

“One hundred and fifty years, Bennett. In one hundred and fifty years, the United Kingdom used naval guns, capital, and conspiracy to repeatedly interfere with our internal affairs, plunder our resources, support their agents. Did they ever hesitate for a moment? Did they ever consider ‘international law’? ‘Sovereign dignity’?”

He picked up the black folder:

“Now, it’s our turn.”

Victor opened the last page, took a pen from his suit pocket. The tip hovered over the blank page, paused for a second, and then wrote:

[Approved for execution]

[Highest priority]

[All departments to coordinate]

[Victor January 7, 1997]

After he finished writing, he pushed the folder back to Bennett.

“Good name, ‘Springtime for England.’ Although England’s spring is cold and wet, let’s hope this one burns a little warmer.”

Bennett took the folder, his fingers slightly trembling. He stood upright, raised his right hand in a salute:

“Yes, Leader! The old European power lacks reverence for the world… it’s time to make them feel it.”

“Go ahead.” Victor waved his hand, “Report progress directly to me each week. Remember, burn slowly, let the fire start from within. We want not an explosion, but a slow suffocation.”

Bennett turned and left, the sound of his footsteps gradually fading in the corridor.

The remaining people in the meeting room remained silent. Casare stubbed out his cigar and spoke softly:

“Boss, isn’t this step too far? If the United Kingdom really gets chaotic, the whole of Europe could panic. France, Germany won’t stand by.” 𝘧𝓇ℯ𝑒𝓌𝑒𝑏𝓃𝘰𝘷𝘦𝘭.𝒸ℴ𝓂

“Of course, they won’t.”

Victor went to the window, looking at the lights outside in Mexico City, “But Europe is not a monolith. The French are happy to see the United Kingdom suffer, the Germans are more concerned about economic stability. And… by the time they react, the fire will already be burning.”

He turned around, a certain cold determination on his face:

“Casare, the old world’s order is like an old house, appearing solid from the outside, but the beams have been hollowed out by termites. We don’t need to demolish it, just kick hard at key spots, and wait for it to collapse.”

“Scotland is the first kick, England is the second kick. Next…”

He didn’t finish, but everyone understood.

Bramo said softly, “I wonder how history books will write about today a hundred years from now.”

“History is written by the victors.”

Victor walked back to the table, picked up the unfinished glass of tequila, “And we must ensure to become the victors.”
