The base had obviously improved the area a bit after clearing it up, as there were already concrete buildings in it, but there were still too many people living in those places, so they still attracted a lot of zombie birds.

As soon as their necks separated from their heads, and when their heads were directly broken, the zombie birds finally stopped moving.
After dealing with those zombies, he immediately dealt with the three zombie birds that were coming to attack him using the glaive that he had.
It was actually easier to deal with the zombie birds, as they only knew how to attack their prey and weren’t intelligent like the mutant birds that knew how to dodge and properly fight back.
However, their skin was still very hard and was even harder than the skin of those mutant birds. So, he still had to target their eyes when using his vines, and he had to use a bit more of his strength when swinging his glaive so that he could deal with the zombie birds cleanly.
After dealing with all the zombie birds nearby, he quickly started moving towards the temporary housing zone of the base.
Of course, while heading there, he was also dealing with some zombie birds that wanted to attack him, or those who wanted to attack some people who didn’t manage to hide, or those whose hiding places weren’t strong enough to hold off the zombies.
He was still controlling vines in one of his hands to use them to connect him to other buildings to stay up high, connecting them to any nearby areas when he needed to deal with the zombie birds.
Thankfully, the zombie birds were all drawn to attack people, so he didn’t have to spend more effort in fighting them very high up in the sky. Since they were taking the initiative to come at him, he was able to deal with them more easily.

There are only a few people who could still awaken their abilities even if they were bitten or injured by zombies, so most would likely turn into zombies themselves.
So, he only dealt with the zombie birds that he had seen and didn’t care about the matters of those who had been under attack by those zombie birds, because he didn’t have the time to be entangled by such a time-consuming mess.
If they were injured, most of them would surely not be willing to believe that they were going to die so soon and become zombies themselves.
Even if they knew, they wouldn’t want to admit it and would try everything possible, and some would probably even hide that they were injured. So, if he had cared for them, they would surely bother him to save them—even if they knew that he didn’t have any solution at all—and would surely bother him for as long as they could.
And even if he knew that they were injured and would probably turn into zombies, he also couldn’t just kill them outright, even though he knew that some would cause problems for others later on.
They might be rare cases, and more importantly, they were still at the base where everyone would be paying attention to what he did.
There were still a lot of people around, so he couldn’t just kill a person who was still clearly alive just because they might turn into a zombie later on.

So, Luciel didn’t bother paying attention to them, because he knew that paying attention to them would just waste his time. It was better to just leave them in the care of others who saw the situation—and of course, to the soldiers that were already going around the base to help others—so that he could immediately go to where he wanted to go.
He still wanted to kill more zombie birds rather than just waste his time being entangled by troublesome things.
