In an office, Edward Carter, who was in charge of transportation, was sitting there, lost in thought.
After several phone calls, Edward Carter became increasingly nervous.

After carefully reading it for a while, Edward Carter wondered, “I don’t see anything wrong, what is this kid up to?”
“Boss, there is one thing here that I suspect might be related to this matter.”
“What’s the matter?”
“Boss, Rafael Murphy mentioned some funding problems initially, and you made a call to Sunshine Province to allocate funds from other places to Rafael Murphy to ensure the implementation of his plan, didn’t you?”
Edward Carter then recalled and asked, “Rafael did say that there was a boss who wanted to sponsor the construction of a road.
