After all, there were too many Ghost-type Pokémon there—too many wolves and not enough meat. Fear energy was something where the more, the better. If there wasn't enough, it would have no real effect, especially since, once Ghost-type Pokémon reach a certain level of growth, their demand for fear energy increases. A small amount wouldn't even compare to the nutrients they could get from food that suits them, which was actually better for their growth.
