At midnight, Cain and old Matsuda arrived in the skies above Saffron City.
Old Matsuda dropped Cain off in Saffron City and immediately left on his Aerodactyl. He explained that he had already lost a day of work on his experiments by helping Cain and needed to return to continue the next day.
Resigned, Cain returned to the city alone. But shortly after entering, a very discreet communicator he carried began to buzz.
Feeling the vibration, Cain's expression changed. He stopped moving slowly and quickly slipped into the dark alleys of the city.
He called on his Slowking to ensure no one was nearby, then carefully pulled out the communicator he had stashed away.

There was no number displayed, but Cain knew only one person could contact him through that device: Umbra.
This was the exclusive communicator Umbra had given Cain.
He answered, and a voice came through from the other side: "Cain, where are you now? Are you still in Saffron City?"
Cain respectfully replied: "Mr. Umbra, I am currently in Saffron City."
There was a brief silence on the line before Umbra spoke again: "Understood." And the call ended.
Before Cain could lower the communicator, the space around him began to distort. In the blink of an eye, two people appeared before him: Umbra and Sabrina, the Gym Leader of Saffron City and a powerful psychic.
"Mr. Umbra, Miss Sabrina," Cain greeted them respectfully.
Sabrina saw Cain's Slowking, and her eyes gleamed. She immediately teleported next to the Pokémon to try and touch it.
But Cain's Slowking was no longer the Slowpoke it had once been. Although it couldn't match Sabrina's powers, it managed to dodge her contact by using Teleport to evade her hand.
"Huh? Is this Slowking the same Slowpoke from before? How did you unlock its potential? It seems I've underestimated you," Sabrina remarked, surprised.
However, her expression quickly changed. "Have you reached the level of a beginner psychic?"
To Sabrina, a beginner psychic was still just an ordinary human, but she was impressed. She herself had unlocked Cain's psychic abilities and knew his talent in the field was limited. She never expected him to reach such a level.
"I was lucky," Cain replied humbly.
There was no clear way to explain it to Sabrina, so he could only attribute it to luck.
Sabrina was about to continue asking questions, but Umbra interrupted her.
"That's enough; this isn't the time for this, Sabrina."
At this, Sabrina realized and stared deeply at Cain before speaking: "Put away your Pokémon. We're going to meet someone."
Cain maintained external calm as he returned Slowking to its Pokéball, but internally, he was shocked.
If two trainers of Umbra and Sabrina's caliber were seeking him out to take him to meet someone, it could only be one person: Giovanni.

"Ugh, carrying both of you was harder than I expected. If I had come alone, it would've been much faster," Sabrina said as she exhaled deeply.
Clearly, transporting two people had been a challenging task, even for someone of her caliber.
"Where are we?" Cain asked.
"Viridian City, Team Rocket's base," Umbra replied calmly as he walked inside.
Sabrina followed, and although Cain was astonished, he had no choice but to follow them.
It was no surprise that Sabrina could teleport with such precision. Viridian City wasn't very large, but it wasn't small either, and it was located next to Viridian Forest.
Though most people didn't know, the League's upper echelons were well aware that Viridian City was practically Team Rocket's headquarters.
Giovanni, Team Rocket's leader, was also the Viridian City Gym Leader. Before his identity was revealed, the League considered him one of the top candidates to lead the next generation.
Thanks to Giovanni's power and his connection to Viridian City, he established his gym there, allowing Team Rocket to flourish rapidly.
Even though much of their operations had moved to Saffron City, Viridian City remained Team Rocket's heart.
Even after Giovanni revealed himself as Team Rocket's leader, the League did not strip him of his position as Gym Leader, likely due to certain agreements between the two sides.
But the reason was clear: no one wanted to challenge Giovanni for that position.
Of the eight major gyms in the Kanto region, four were controlled by Team Rocket. This demonstrated the level of infiltration they had achieved in the Pokémon League.
