Pokémon: Chronicles of Freedom-Chapter 394 - 393: Preparing to Act
Chapter 394: Chapter 393: Preparing to Act
By nightfall, the work in the backyard was almost complete.
All the weeds were removed, clearing some pre-existing training areas. The space was now large enough for all of Cain's Pokémon to train.
In the future, Cain planned to add some more specialized equipment.
The pond had also been preliminarily dug. Although it still didn't meet Cain's requirements, it was expected that the Pokémon could finish the excavation by the next day.

Once it's ready, both Poliwhirl and Shellder will be able to live in the water.
Slowpoke and Gyarados could also rest in the pond.
If Cain decided to expand his rain team in the future, this pond would be further enlarged.
Additionally, he had plans to develop the mountain behind the yard.
With Aron and the soon-to-hatch Larvitar, devouring a mountain wouldn't be a problem for them.
They might even run out of mountains to eat.
At night, Cain and his team, led by Skye, gathered once again in the conference room on the second floor.
"Tell me, what did you find out?" Cain asked.
The three looked at each other, and finally, Alec decided to report, as he was the most familiar with the area.
"We disguised ourselves and split up to gather information in different places. We went to the police station, shops paying for protection, and bribed some members of the Black Snake gang, and all reports match."
"The Black Snake gang is led by three people. The boss, known as Black Snake, is probably at a Captain level, as it's said he fought the mayor's son for nearly an hour without a clear winner."
"That's why the police station can't get rid of them and merely tolerates their presence. The deputy leader is a woman nicknamed Green Snake, supposedly the boss's lover. Her abilities aren't remarkable, but thanks to her relationship with him, she's risen to the position of second-in-command."
"The third leader is someone nicknamed Viper, whose abilities are second only to the boss. It's said he's at Captain level as well. He doesn't get along with Green Snake, and their rivalry is quite obvious, so we might be able to exploit this enmity."
"The Black Snake gang has about fifty members with highly varied skills and abilities. They have no real standards for recruitment, making them seem more like a third-rate gang than a serious organization."
"In Leafy Town, which isn't a place with great resources, these are the ones controlling the situation."
Alec finished recounting their findings.
Cain nodded, pondering the situation. Although Leafy Town was just a small village, it seemed odd that the Black Snake gang had grown so much without intervention from the League.
Generally, the Pokémon League acted quickly when its authority was threatened, no matter how small the town or city.
Unless...
Unless the situation hadn't been reported to the League.
Since the gang wasn't causing major harm to Leafy Town, only collecting protection fees—albeit frequently and at high rates—the citizens likely endured it silently.
Additionally, Leafy Town had neither a Pokémon Center nor an official Pokémon store. The League's authority in the town rested entirely with the police station.
Could it be that the Black Snake gang and the police station were colluding?
It wasn't a far-fetched possibility.
If that were the case, Cain saw it as an advantage, as he could eliminate all factions and take full control of Leafy Town.
"Have you distributed the Pokémon left behind by Daishi?" Cain asked Miyamoto.
Miyamoto quickly nodded. "Yes, I've distributed them. Skye and Alec each received two, and I kept one. As for Fox and the others, they're not ready to handle any yet."
The distribution seemed logical. Daishi's Pokémon were strong and of high level, and Fox and the others weren't yet capable of handling them. Even Skye, the first to join Cain, barely received his share, but Miyamoto decided to give him two due to his loyalty.
Alec, having lost almost everything on Judgment Island and with little time to catch Pokémon, also received two.
Miyamoto, who specialized in fighting-type Pokémon, wasn't particularly interested in Daishi's rock-types but needed to cover his gaps, so he kept one.
With this distribution, the three now had the power of a Captain: Miyamoto leading, followed by Alec and Skye. The other three were still far from reaching that level.
"Prepare tonight, especially with medicines and healing potions. Fox and the others, follow Skye's orders. Miyamoto and Alec, you'll act independently. I'll handle the three leaders. We'll wipe out the entire Black Snake gang tonight," Cain said decisively.
To Cain, the gang was just a minor obstacle, and in his past life, he had dealt with many similar groups.
The others responded enthusiastically.
Even Alec and the others seemed a bit nervous.
They were excited.
This would be their first battle, and also the first step in their expansion throughout the Hoenn region. It had to be a flawless victory.
Cain was beginning to show his true leadership. In the future, he wouldn't just be a Team Rocket Captain.
His next goal was to establish a gym in Leafy Town and take full control of the town. With a base like this, his growth would be much faster.
"Remember, eliminate all the useless and immoral ones. Those with enough potential can be recruited, but we can't rely solely on this gang to control the town. It's better to kill too many than to let any escape!" Cain ordered coldly.
Cain wanted to establish order in Leafy Town's underworld from scratch. And if possible, he also wanted to dictate the rules in plain sight.
To achieve complete control, there could be no room for parasites or the weak.
Everyone had to be eliminated.
It was a way to instill respect.
"Yes!" the six responded in unison.
"Get some rest; we'll start at one in the morning," Cain said, standing and leaving the conference room.
The battle would begin at one in the morning. While his opponents didn't pose a significant threat, Cain couldn't afford to let his guard down and needed to prepare.
Besides, he still had some personal matters to resolve.
