The implication was that Wu Qiangwei was willing to take the risk of being caught to do this for him.
This had already exceeded the usual boundaries between a leader and a secretary.

He locked the door from the inside, turned on the light, and pulled the curtains.

"Mayor." As soon as Shu Xue came over, she noticed the grave expressions on both the Mayor and Song Guanchao's faces.
Wu Qiangwei said, "Xiao Shu, go and call the security over."
"Oh, okay."
After Shu Xue left, Wu Qiangwei asked, "Aren't you calling the police?"

The security guards, hearing the mayor calling for them, didn't delay and promptly followed along.

Two security guards stayed behind, while the rest followed Song Guanchao and Wu Qiangwei to the surveillance room.

The security asked, "What time period do you need?"
"From eleven o'clock to the present."
He had left around noon and, upon returning, discovered someone had entered his office.
The intruder could only have entered during this time frame.
Soon, the surveillance footage was on screen.
At 11:47, a young man, no more than twenty-four or twenty-five, carrying a black plastic bag, entered his room.
"Mayor, I need to call the police now."
"Okay." Wu Qiangwei nodded.
The security was still puzzled, wondering why Song Guanchao wanted to call the police out of the blue.
Song Guanchao didn't contact Liang Jianfeng but called the police station nearest to the City Government.
"Hello, I'm Song Guanchao, the Director of the City Government Office. Someone has illegally installed surveillance in my office, please dispatch officers immediately."
After reporting to the police, Song Guanchao saved the relevant surveillance footage on his phone and returned to the sixth floor with Wu Qiangwei.
Outside his office, a crowd had already gathered, eagerly asking questions to the security and Shu Xue.
