In addition, apart from the newly established Commercial Street on both sides of the main road to the west, the rest remain unchanged.

Left side of the west main road: Roadside Commercial Street + original residential area.
Right side of the west main road and left side of the south main road: Commercial Street.

The third ring is basically the same as the second ring, but the buildings on the right side of the south main road and the left side of the east main road have been changed to a School, Library, Park, Amusement Park, Sports Arena, and Swimming Hall.
The fourth ring has the Tavern and hotel on the left side of the south main road left unchanged, but buildings like the Hospital, Barracks, Prison, and Factory area on the right side of the south main road and the left side of the east main road will be relocated to make this area the future entertainment public building area, leaving it vacant directly.
After the adjustments to the existing buildings, it’s time to focus on the newly added vacant areas of each ring.
As for the vacant land after the fourth ring, the distribution of buildings from the first, second, third, and fourth rings is directly replicated, with the official buildings in the first ring changed to residential areas, symmetrically distributed with the east-west main road as the center.
In the future, commercial districts will emerge centered around the Lord Mansion and the four main roads, of course, with the south as the primary focus.
