Red Star News reporters noted that as of now, some details about the Chuansi River No. 3 cruise ship are still unclear, such as the number of passengers on that trip and where they came from. According to a report by Beijing News on July 30, a passenger who had been on the ship and was an asymptomatic carrier, Ms. Shen, revealed that the trip lasted about 60 minutes, and the ship had a completely transparent glass-enclosed cabin.

The owner of a travel agency along the Chuansi River told Red Star News reporters that during the days when an infected person was found in Changde, they suspended their agency's operations. "Now, because there really isn't much business due to the pandemic, staying at home seems a bit safer."

On July 30, the Changde City COVID-19 Prevention and Control Command released an announcement stating that Changde City's pandemic prevention was shifting from regular control to emergency status. The announcement required that from July 30 onwards, all personnel within Changde should not leave without necessity, and for those coming from medium to high-risk areas, strict control measures such as centralized isolation should be strictly implemented. The announcement also required all tourist attractions, scenic spots, amusement places, indoor enclosed entertainment venues, cinemas, religious places, and other crowd-gathering venues in Changde to suspend opening.

The announcement required strict implementation of grid management measures, with 24-hour entry and exit monitoring at all government offices, enterprises, villages, communities, and unit entrances, along with strict health monitoring, intensified personnel screening, and implementation of pandemic control measures. Entry and exit personnel must consciously comply with checking the "two codes", taking temperature, wearing masks, and other control measures.

In this regard, Hong Kong University virology professor Jin Dongyan told Red Star News reporters that from the Wuhan pandemic period to the current Delta variant, the characteristic of the coronavirus has not changed— not every infected person can spread it, only some individuals are particularly infectious.

"The Chuansi River cruise ship is a relatively enclosed space, and although there might be some river breeze passing by, overall, the air exchange is undoubtedly insufficient," Jin Dongyan elaborated, indicating that in such enclosed spaces, if the passenger quantity is large and they are close contacts, it becomes a high-risk area, prone to causing super spreading events.

Wang Guangfa, director of the Department of Respiratory Medicine at Peking University First Hospital, mentioned to Red Star News reporters that currently, it has been observed that Delta variant carriers have a high viral shedding, so their infectivity is quite strong. "This outbreak mainly originated from Southeast Asia, and the Southeast Asia region is currently warm or even hot; however, the pandemic situation remains severe." Wang Guangfa explained that from last year's pandemic experience, although summer was severe too, the fall and winter seasons could become more severe. The concern now is whether the Delta variant may become more active during the fall and winter seasons. If so, everyone should make mental preparations in advance.

Wang Guangfa pointed out that experience from the Wuhan outbreak showed that measures to control the source of infection and cut off transmission routes were very successful control methods. Wang Guangfa believes that if the destination hasn't encountered an outbreak, traveling is still possible, especially if the travel destination is outdoors, as transmission opportunities are comparatively slim. Though, everyone should pay attention to protective measures, like wearing masks in enclosed spaces and maintaining social distance during meals.

"However, in locales like Zhangjiajie or Changde's Chuansi River where there has been transmission, the sites should be temporarily closed to sort out conflicts and issues, and block control loopholes. Once the epidemic is under control and after a certain time, we should reopen as soon as possible." Wang Guangfa stated, the key is to strike a balance between epidemic control and normal societal operations, with balance achieved through precise assessment and control.

Jin Dongyan suggested that through the epidemic transmission cases in Zhangjiajie and Changde's Chuansi River cruises, hope is to alert the public to continue maintaining social distance, especially paying attention to wearing masks and hand washing.

"Nationally speaking, the current case numbers are relatively low, and geographically they still belong to multiple localized cluster outbreaks, so I hope everyone doesn't become overly anxious but should maintain adequate vigilance."
