At first, the Fire Python was able to cast Fire Magic despite lacking a Magic Origin, and he had also extracted a magic-infused special fatty substance from its skin which activated the Monroe Chapter, bringing him to where he was now.
To put it simply, creatures like Pandora and the Fire Python, as well as other Demonized Creatures without sentience, were able to wield Extraordinary Power on a similar path to mages—gaining abilities from their bloodline, inheritable from one generation to the next.
In the early days, human Wizards likely followed the same path, including so-called Apocalypse Wizards and even the more ancient ones. However, later on, to enable more people to more easily wield Extraordinary Power, the Magic Origin was invented, ushering in the era of the Dawn Wizards.
After an unexplained cataclysmic event, the path of the Apocalypse Wizards was lost, with all Wizards becoming Dawn Wizards, and a clear distinction emerged between humans and Demonized Creatures.
In this light, in a sense and retracing to the source, there was little difference between humans and Demonized Creatures, just as humans on Earth, like their ancient ancestors and wild beasts, were barbaric—later, humans evolved to become top of the food chain.
Therefore, although Pandora lacked a Magic Origin, she could still activate the effects of Spells.
