Binjiang Police Affairs-Chapter 942 - 629: Can I Leave Now? (Part 2)
Deputy Mayor Shen had been worried that the Commander would see many people resting. But when he came ashore with the Commander and saw the scene, the stone that was almost stuck in his throat finally fell.
The accompanying Head of the Military Region and Deputy Governor Zhou intended to have staff go find a loudspeaker to announce that Vice President L had come to see everyone who was fighting the floods both on and off the dike. They wanted to use this to boost the morale of the military and civilians involved.
Vice President L stopped them immediately upon seeing this.
"Friend Jiankang, the officers, soldiers, and civilians are racing against time with the emergency. We cannot disturb their efforts."
"Then shall we have the main military and local leaders report on the situation?"
"Alright, inform only two people."
...
Han Yu was so busy he felt dizzy, and like most people, he didn't notice a group coming over along the dry dike.
Receiving a notification from Director Ge, he was taken aback and hurriedly instructed President Hao and Master Xu before rushing over to the command center tent.
County Magistrate Huang was reporting to the Commander about the evacuation of the populace and the heightening and reinforcement of the dikes in surrounding towns.
Here, they were racing against time to battle the crisis, while the surrounding towns were preparing for a breach in the dry dike.
Since more than half of Angong County's towns belong to the Jingjiang flood control project area, but no flood has been diverted since 1954, no one could guarantee whether those dikes and sluices would hold up.
Han Yu didn't dare disturb, so he simply retreated from the tent to continue commanding the rescue efforts.
"Master Yan, Master Yan, how much has the water level risen?"
"It's rising faster now than before, already up to forty-two centimeters."
"Keep a close watch. If the inflow speed gets faster, report immediately."
"Understood."
"Master Yao, Master Yao, this is Han Yu, report on the situation of the dangerous dike?"
"In the past twenty minutes, there has been an overall settlement of six centimeters, not settlement but a collapse! Sixteen cracks have appeared on sections 3, 4, and 6, the widest can fit a finger. Secretary Han, should we organize a grouting operation?"
"It's hollow underneath, grouting now won't be timely or effective."
"Then what should we do?"
"Organize the local experts to evacuate, you continue to measure and report any new developments promptly."
"Yes!"
The boats were working on the river, with lots of construction machines operating on the shore.
The noise was loud, so yelling had to be equally loud.
Vice President L clearly heard this in the tent and told County Magistrate Huang to report later, signaling Deputy Mayor Shen to call in Han Yu.
"Commander, hello, Linghai Reserve Camp is on rescue duty, please instruct!"
When Han Yu entered, all the leaders, including Vice President L, thought he was just an ordinary reserve officer from the Linghai Reserve Camp, given how young he looked.
If it were just a regular unit's camp commander, whether active duty or reserve forces, they all seemed young.
But the Linghai Reserve Camp wasn't an ordinary reserve camp. The mechanized equipment involved in the dike rescue and the water equipment rushing here overnight were worth nearly a hundred million.
Possibly more valuable than a field army division's equipment. Who would believe that the Linghai Municipal Party Committee and Municipal Government dared to entrust such a camp to a young fellow...
Vice President L hesitated, then asked, "Comrade Han Yu, you are the on-site commander. You understand the situation best. Please give us the truth: can the danger here be averted?"
Vice President L had indeed come in person, looking as gentle as on television.
Under normal circumstances, Han Yu might indeed be nervous.
But now was not the time for normal circumstances—he didn't even have time to report to the Commander, how could he care about the status of Vice President L?
As he saw all eyes, including Vice President L's, fixed on him, Han Yu paused and said, "Report to the Commander, if enough rescue materials are available and can be in place within an hour and a half, we have a fifty percent assurance of defending it!"
"What materials do you need?"
"Give us ten thousand more woven bags, stakes, and stones, as much as can be provided."
Vice President L turned his head and asked, "Friend Jiankang, can these materials be in place within an hour and a half?"
Deputy Governor Zhou gritted his teeth and said resolutely, "Yes!"
"Hurry up and arrange it."
"Yes!"
Deputy Governor Zhou pulled out his phone and stepped out of the tent, and Secretary Chen and County Magistrate Huang along with other local leaders quickly followed.
On the table made of steel pipes and plates, there was a large stack of documents.
While flipping through them, Vice President L asked, "Comrade Han Yu, I know you are busy, but I need assurance. Please take five minutes to briefly report the following rescue plan."
"Yes!"
Han Yu quickly walked to Vice President L's side, took out a sketch drawn by Master Sun, the chief engineer of the Road and Bridge Company, and reported, "Commander, the cofferdam we are building is sixty meters long. If the seepage crisis didn't develop so fast, we could proceed as planned and compact layer by layer, expecting to complete it within twelve hours.
But now the seepage crisis is developing too quickly, with the previous dozen or so meters of dangerous dike starting to collapse again. The change in crisis doesn't allow us to proceed with the original plan for rescue. We can only use the advantages of existing equipment to raise the cofferdam to fifteen meters at the fastest speed."
Vice President L adjusted his glasses and gestured to continue.
"Considering the un-compacted cofferdam won't have enough water-blocking ability, while raising the cofferdam, we will lay sandbags layer by layer on the water side, forming a sloped protective wall of sandbags along the cofferdam slope. As long as the front dangerous dike holds for another hour without breach, the newly built cofferdam will likely have a preliminary water-blocking effect."
"What if it breaches within an hour?"
"We have prepared a large number of sandbag cages tied with iron straps and are still filling and tying them. If the front dangerous dike breaches, we will transport the sandbag cages onto the cofferdam to block the water."
Han Yu continued to illustrate on the sketch while reporting, "If the front dangerous dike holds for an hour, we have an eighty percent chance of overcoming this crisis. As long as the water level doesn't flood the soldiers building the sandbag wall, let the incoming water be. Don't worry about it; let it keep coming."
Vice President L instinctively asked, "Let it keep coming?"
"The current influx won't endanger the cofferdam under construction. Let it continue to flow in until it levels with the water outside the dike. Even if the front dangerous dike collapses and breaches, it won't have much impact on the newly built cofferdam. In fact, letting the water in isn't entirely bad for us."
"And then?"
"Then we will continue to raise and solidify the cofferdam. Once it reaches the water-blocking capability of the existing dry dikes on both sides, we will fill this semicircular large pool and align the water-side with the current dry dike."
Rebuild a dry dike directly!
The engineering team from Linghai seemed straightforward in their rescue methods—this was how the Old Temple Gate crisis was handled, and the Yang Liu Village segment was the same.
The only difference with the Yang Liu Village segment is the complexity and severity, requiring constant adjustment of rescue plans, unlike the straightforward earthwork construction at the Old Temple Gate.
Seeing Han Yu's confidence, Vice President L eased a bit and looked up, saying, "First block, then solidify, repair as you rescue, building a semicircular large field is also fine."
Han Yu didn't expect Vice President L to say that, and promptly replied, "Report to the Commander, the reason we want to fill in this semicircular large pool is twofold: first, because the hurriedly built cofferdam's quality isn't enough to withstand floods, we must use the simplest and most direct method for reinforcement.
Secondly, the back of the main dike is the flood diversion area. It's been decades since the last diversion, and we're unsure if diversion is needed in the future, and whether the safety zones originally established here are still safe, so we plan to, while reinforcing the cofferdam, utilize our equipment advantage to establish a flood diversion safety zone here."
"You think far ahead and consider comprehensively."
"Commander, may I take my leave?"
The accompanying Head of the Military Region was stunned, unable to believe the young Reserve Battalion Commander would suddenly ask that.
Deputy Mayor Shen was completely dumbfounded, staring at Han Yu, unsure of what to say.
Vice President L also didn't expect it but quickly recovered, reaching out to pat his arm: "Comrade Han Yu, you are a competent chief of rescue operations. Please convey to all the officers and soldiers engaged in the rescue that I have seen everyone. Once the crisis is contained, I will return to commend everyone!"
"Thank you, Commander, goodbye Commander!"
Han Yu truly hadn't intended to be unconventional but genuinely couldn't afford to. He saluted all Commanders, including Vice President L, and walked out of the tent without turning back.
