The flood peak at the Min River’s main hydrological station reached a water level of 40.87 meters, with a peak flow of 18,400 cubic meters per second.
On March 11th, the water levels in the Zhujiang Basin surged, with the Qingyuan Hydrological Station in Bei River peaking at 13.88 meters, marking the third-largest flood in Zhujiang’s history.
On the same day, Ganjiang in Xijiang Province also experienced major flooding, with the flood peak at the Nanchang Outer Island Hydrological Station reaching a water level of 24.05 meters and a flow of 17,600 cubic meters per second, which is likewise the third-largest flood in Ganjiang’s history...
These days, provinces and cities like Xichuan, especially the Dongting Lake and Poyang Lake basins, are all experiencing rain.
Although Binjiang’s rainfall isn’t much, it will soon have to deal with incoming waters from upstream.
The primary mission of active-duty forces is to be combat-ready at all times. The number of Armed Police Force members isn’t large, and they’re not particularly skilled in flood control and rescue. If the Yangtze River tide level in Binjiang exceeds the warning line, the civilian militia reserves are the key force in flood control and rescue.
After Vice Mayor Ding reported the flood conditions in various regions, Commander Wang from the Military District made deployments based on the requirements from the Provincial Military District and the City Committee and Municipal Government for the use of civilian militia reserves.
Though the reserve forces are co-managed by both the military and local government, due to funding and personnel mainly coming from the local side, they are, in fact, primarily managed by local authorities.
In other words, from now on, the Military District must fully assist the City Committee and Municipal Government in flood control, and the Binjiang Reserve Group must accept the command of the Military District.
In the past few years, floods have almost hit Binjiang every year.
Every time there’s a major flood, the basic civilian soldiers are the first to go out, and the rescue efforts are organized from the ground up.
Typically, the townships along the river are the first to organize their civilian soldiers. If they are insufficient, the Armed Forces Department will call upon those from towns further inland. There’s already a wealth of experience in how to deploy civilian soldiers.
These aspects are something Han Yu also needs to document, as he is not only a reserve officer but also the Military Minister of the Linghai Development Zone.
