The Linghai Reserve Camp is not only built upon the Linghai Economic and Technological Development Zone but also relies on the Port Supervision Bureau, Changhang Navigation Police Branch, and Binjiang Port Authority, among other Yangtze River law enforcement units and port and shipping enterprises.

The East Sea District Fishery Bureau Binjiang Fishery Station is a joint construction unit of the Reserve Camp, and they, too, are a department managing the Yangtze River, with even the Minister of Agriculture’s Fishery Office (Yangtze River Fishery Resources Management Committee Office) located in this zone’s Fishery Bureau.

Now that the Yangtze River Water Bureau is also promoting military-civilian collaboration with the Reserve Camp, it can be said that the Reserve Camp is both Linghai’s reserve camp and the reserve camp of the Yangtze River Committee, Changhang Bureau, and the Yangtze River Fishery Office!

If the reserve forces are managed jointly by the military and local governments, then the Linghai Reserve Camp is jointly built by several vertically managed units from the "Yangtze system" and the local party and government.

They claim to have half "Yangtze system" bloodline, so be it, since they did contribute 5,000 yuan.
