"Are we going to catch the scalpers later?"

"Let's check it out first. If we strike, we must eradicate them all in one fell swoop, can't just focus on the trivial and lose sight of what's important."

Han Yu cracked a smile, "Alright."

Because there's only one passenger ship docking at night, the ticket office and waiting hall at the passenger terminal are closed, with just a few people waiting outside to pick up friends and family disembarking the ship, and several people sitting on motorcycles and a few riding tricycles waiting to pick up passengers.

The long-distance bus station not far away has closed, as have a few state-owned shops.

The small shops operated by the villagers are open at night, with a TV set on the counter, and many villagers sitting in the doorway watching TV and cooling off.

Two hostels, with lights on, charge two yuan and fifty cents for a night's stay, but there don't seem to be many guests.

There are also people setting up Chinese chess and billiards in front, with hardly anyone playing.

Xu Sanye sees someone selling ice pops, pushing a bicycle with a large white wooden box tied to the back seat, he walks over and asks, "How much is an ice pop?"

Xu Sanye does not want to spook the prey, so he continues walking forward with Han Yu.

The woman, holding her child, follows them and persists, "Do you need a hostel? If you go yourself, it's two yuan and fifty cents, but I can take you for only two yuan."

"We've already got a place to stay." Xu Sanye doesn't want the scalper to remember his face and speeds up to lose her.

In less than half an hour of wandering, they've encountered four scalpers.

Xu Sanye is becoming more convinced that there's something worth investigating. On the way back, he asks in a low voice, "Salted Fish, did you remember the faces of those touts we just saw? Could you recognize them if you saw them again?"

"I remember the second one; he had a mole on his chin." Han Yu subconsciously looks back.

"That won't do. In the future, you need to observe closely, remember the features of the suspects. Once the boat is fixed, and when we have time, I'll teach you how to handle a case."

Chief Ding of Four Factory Police Station, was outside talking to a town official and hurried over to salute when he saw Xu Sanye.

"Director Xu, what brings you here? Are you here to watch the movie? It's already halfway through."

"What movie are you looking at? We're here to find you."

Chief Ding looked at Han Yu standing to the side and asked with a smile, "Director Xu, is this the salted fish that just got assigned to your station?"

Xu Sanye smiled and said, "How did you know?"

The film's name was very tempting, and the poster was even more so, featuring a woman with heavy makeup.

Chief Ding also realized it wasn't appropriate for Little Salted Fish to watch this movie. Turning back to look at the poster, he smiled and said, "Anyway, it's almost over, it wouldn't be interesting just to watch the ending. In a few days, 'Red Spider' will be playing, a story about our police solving cases. I'll have Old Zhang bring you along to watch it then; that'll be more interesting."

"That's more like it."

"Thank you, Chief Ding."

"What did they say?"

"They said not all their staff are in place yet, and there are only three officers with actual law enforcement powers. Most fishery officers in various towns and villages are part-time. Their main focus right now is to promote policy regulations and mostly busy issuing licenses to fishing boats and fishermen."

Xu Sanye took a deep breath and continued, "Moreover, Linghai not only has rivers but is also by the sea. Compared to Yangtze River Fishery, they are more concerned about marine fishery.

The rivers and streamers are filled with small fishing boats, and the fishermen are poorer than one another. They're even reluctant to pay for a fishing license, so it's quite normal that they're not willing to bother."

Chief Ding thought for a moment, took out a cigarette and said, "They are both a law enforcement and operational unit, and although the Aquatic Bureau has been dissolved, the Aquatic Company is still around. Chief Ding was well aware that he wanted to repair the boat, so that boat certainly needed to be repaired. He asked subconsciously, "So what do we do?"

"There are plenty of ticket scalpers at Bailong Port, speculating and profiteering, causing widespread public resentment."

"Director Xu, that falls under the jurisdiction of Binjiang Port Police Station, specifically Bailong Port Police Station. It's not quite appropriate for you to intervene. "Then it's settled. The relevant materials, have Old Zhang bring them to me tomorrow."

"Sure."
