Strangely, after these families joined Konoha, they gave up quite a bit of their own industries for the sake of personal gain. Then how are they supporting so many ninja?"

"Looking at it now, it’s indeed quite alarming."

"What worries me is that if we stop this plan, a large number of ninja will suddenly find themselves needing to support themselves, which isn’t beneficial for the village’s stable development."

A large number of clan ninja would need to start earning their own income, and village missions and commissions would likely become fiercely competitive.

If the clan ninja start scrambling for tasks, what will happen to the weaker civilian ninja? It’s worth noting that Konoha has a large civilian ninja base, particularly among genin.

These genin lack connections, have no backing, and with their prime age for enhancing skills behind them, lack sufficient funds, resources, and even guidance. Learning a few basic jutsu is difficult.

Unable to advance, they remain in the genin stage, relying on the numerous basic tasks provided by the village.

If missions and commissions decline, these civilian genin will be the first to suffer.

Even though their strength is small and their abilities are average, their numbers are considerable.

Imagine, thousands of civilian genin suddenly without a stable source of income—how terrible that would be.

That’s why Tsunade is troubled, wanting to minimize the damage and prevent the village from continuing to be drained, yet worried about causing even greater chaos.

"So Hokage-sama wants to stop the Civilian Ninja Support Plan?"

Kazuki needed to clarify Tsunade’s stance to offer a reasonable suggestion; if Tsunade was indecisive, anything he said would be pointless and could even offend people.

"Yes, it must stop!"

Tsunade gritted her teeth, her expression furious.

"If the village didn’t need stable development, I’d love to make them give back everything they took."

Is that possible?

Absolutely not; otherwise, these families would descend into chaos.

Kazuki shook his head; Tsunade’s idea was impossible.

What they took in, they can’t return, and even if they could, it would be watered down to the point of being useless and might make the village feel sick.

"Perhaps they could pay off their debts?"

"Pay off their debts? What do you mean?"

Tsunade didn’t quite understand.

Kazuki closed the file and thought for a moment.

"Since Hokage-sama plans to stop the program but worries about a flood of clan ninja entering the mission and commission sector, why not take a tougher approach and simply send them elsewhere?"

In Konoha, and even in the entire ninja world, there’s one type of mission that’s the least popular. border guard duty.

Once you receive such a mission to guard a border outpost, you’re out there for at least six months.

The time commitment is significant, and the pay isn’t great.

Border duty is on rotation, and once it’s your turn, you can’t refuse; you have to go.

Otherwise, few would choose to stay at the border.

"Express your anger over inheriting this mess and directly confront the Third Hokage, making your demands clear! Show anger, and issue requirements. Don’t pursue the past, but they must accept punishment. The punishment should be that the ninja from these families must take turns guarding the border for at least a year. This way, you avoid a flood of clan ninja disrupting the mission and commission market, and they stay obediently at the border. After a year, when the village is stable again, it will be much easier to redistribute these people. At worst, Hokage-sama can appeal for more funds from the Daimyo by adding a few charges and playing the sympathy card. After all, the squeaky wheel gets the grease. Given Hokage-sama’s relationship with the Daimyo, I believe the Daimyo would provide funds."

"He wouldn’t want Konoha to fall into chaos either. For the Daimyo, any issue that can be solved with money isn’t a real problem. In exchange, the village can send a few jounin to support the Daimyo’s so-called Guardian Plan."

Is exchanging a few jounin for substantial development funds worth it?

Of course, it’s worth it.

"Additionally, the Civilian Ninja Support Plan can be paused but not completely terminated. Support should continue where needed, but direct financial assistance won’t work; another approach is necessary. An option with more immediate effects and lower investment."

"For instance, expand the Ninja Academy. Every year, quite a few students are dismissed from the academy. Many of these students aren’t lacking in talent; instead, they’re limited by the academy’s infrastructure and an overcrowding of instructors. Increase the academy’s size, and hire more instructors."

"Honestly, seeing genin or chunin with average skills and little combat experience teaching at the academy doesn’t inspire confidence. War, missions, and other reasons have forced many skilled, experienced ninja to retire due to injuries, becoming regular villagers supported by the village. These individuals could become academy instructors, even running additional training sessions. For a small fee, students could receive guidance from seasoned ninja. Most parents would gladly pay for their children to attend such classes. Additionally, the academy should include more learning opportunities, like sparring matches between instructors, as even observing these would broaden the children’s perspectives and enhance their experience."

It’s unbearable to watch those weak genin and chunin as teachers.

The basics may be covered, but everything else is neglected.

Shielding children from harsh realities is a good thing; it lets them grow up healthy and happy. However, the academy’s purpose is to train capable ninja, not literary theorists.

The dark side of things should still be introduced.

Facing it earlier helps these kids grasp the dangers of the ninja world.

Understand the risks of becoming a ninja.

"???"

While speaking, Kazuki noticed that Tsunade hadn’t responded. Looking up, he saw her with a dumbfounded expression, staring at him blankly.

"Hokage-sama?"

Kazuki called, frowning.

No response.

"Tsunade-hime?"

"Tsunade?"

"Big cow?"

What? Is she in a daze? Kazuki raised his hand and waved. "Big cow?"

"What?"

After several calls, Tsunade finally snapped out of it, but the first thing she heard irritated her.

"Did you just call me ’big cow’?"

Tsunade looked down at herself, her forehead darkening.

"’Cough cough’ I was suggesting that the village could increase investment in areas like livestock farming, like the Nara Clan does. More cows and sheep could help boost the village’s finances."

"Save it; don’t think I don’t know what you kids are thinking."

Tsunade wasn’t falling for it.

"Though expanding the village’s industries makes sense, raising these animals isn’t that easy."

"And..."

Good thing she didn’t lose her temper.

Kazuki breathed a sigh of relief.
